NEW DELHI—Uber Technologies Inc.’s application for a license to operate in the Indian capital has been rejected for a second time, according to an order passed by transport authorities in the city.

The ride-hailing company applied for a license after its services were banned in Delhi in December following the alleged rape of a woman by a driver booked through the Uber app. The driver says he is innocent and is currently on trial.

In an order dated Sept. 15, the transport department said that the company was flouting the ban and “the application for grant of license is once again rejected.”

Uber’s previous license application was turned down in June because it failed to provide evidence that it wasn’t operating in the city. Uber services have been available in Delhi while the company awaited the outcome of its second application.

The company can file a fresh application if it complies with the ban, authorities said. The license covers taxi companies offering trips within the city and states the type of fuel they must use and mandates that they install meters and display fare rates, among other things.

A spokesman for Uber said that the company had not received any notification from the government. “Uber remains committed to serving the Delhi community and we continue to work closely with the Delhi authorities to address any concerns they have,” the spokesman said in a statement.
