Korea Central News Agency has issued a lengthy rant about South Korean “puppet war maniacs,” Julian Ryall in Tokyo writes.
The statement warns the South Korean military to act with “discretion” and threatents them with “harsh punishment” for their provocation. It continues:

A short while ago, the puppet war maniacs resumed psychological warfare broadcasts along all sectors of the front under the doubtful pretext of the explosion of a land mine. Today, they fired shells en masse into the territory of the DPRK, based on no firm evidence. All of these actions have been prompted by the insane desire of the south Korean military’s war maniacs for provocationKim Jong-un has rejected an apology from the South Koreans, it has emerged.
According to reports, South Korea attempted to send a message to Kim Jong-un in which it apologised for the provocation of its artillery fire, and vowed to punish those responsible.
But the North Korean leader refused to receive the message, Seoul’s Unification Ministry said.
Meanwhile, terrified South Koreans have been evacuated amid fears of warfare in Yeoncheon-gun, with one man seen carrying his elderly grandmother down into the emergency bunkers.North Korean state media has issued a statement railing against “insane South Korean gangsters” and warned of stepping up military action. The newsreader also condemned South Korea for its “reckless military act” of firing towards their border.South Korea is in close consultations with the United States and other allied countries to handle tensions on the Korean Peninsula following North Korea’s artillery attack on Thursday, a government official said on Friday.

Our government has explained the details of North Korea’s shelling to the international community, including key nations and the United Nations, and we are discussing measures to work together to deter further provocations from the North,” the unnamed official told Yonhap news
With the United States in particular, we are closely following the situation based on a solid joint defense posture and we continue to work closely together to deter and respond to further provocations from the North.”
Foreign ministry officials said they have yet to decide whether to take the issue to the UN Security Council.
