Omar Abdullah promises to set up system of three-tier local bodiesPoonch (Jammu and Kashmir) -: Plans are afoot to set up a system of three-tier local self-governance bodies in Jammu and Kashmir after polls to the legislative council are conducted in early December.

Chief Minister Omar Abdullah assured this during an election rally held at Poonch.

He said polls to the Block Development Councils, Municipal Corporations would be conducted after the ‘Panches’ (Village Council Heads) and ‘Sarpanches’ (Village Headmen) elect four representatives to the legislative council on December 3.

“Immediately after this election, we will conduct polls to the BDCs (Block Development Councils) so that respective Block chairman is elected and Block level planning is done by you. I am waiting for the Municipal Corporation elections to be ordered by Deputy CM (Chief Minister) so that Municipal Corporations, Municipal Councils are set up and after that the District bodies will be formed,” said Abdullah.

He also underlined the assurance given by coalition government of the National Conference and the Congress Party.

“A three tier system in the state, which was promised both by the National Conference and the Congress parties to the people, will be implemented,” added Abdullah.

He urged the ‘Panches’ and ‘Sarpanches’ to vote for the two candidates jointly nominated by the National Conference and the Congress Party.

“I trust that on 3rd (December) you would cast your valuable votes in favour of two candidates put up by the National Conference and the Congress. With these words, I thank you for coming here,” said Abdullah.

It may be recalled that over 700 village council members had almost tendered their resignation after militants shot dead some of them.

Earlier, the Jammu and Kashmir Panchayat Conference (JKPC), apex group of the state local bodies representative in Kashmir, had decided to boycott the elections in protest.

It had alleged that the state government had not a set judicial panel at the village level, block development council and district development board.
