Hate speeches: should political parties be punished?

The Buck Stops Here: A video of a Congress candidate in Uttar Pradesh threatening to “chop Narendra Modi to pieces” has gone viral on the web and ignited a new political controversy ahead of next month’s national election. The comment is so distasteful, that even his own party men have condemned him. But beyond a verbal censure, what? How do political parties reign in their members? What can the Election commission or the courts do when the discourse sinks to such levels?
