Heinous crimes by juveniles: how old is old enough?

The convict who was 17 years old when a young college student was fatally gang-raped on a Delhi bus will not be tried by a regular court, the Supreme Court said today, rejecting the request of the victim’s parents. As the juvenile justice system comes under the scanner, we debate: Should it be set in stone or can there be room to work on case by case basis?
