Was Sheila Dikshit appointed as governor of Kerala in haste?

Response to a query by RTI activist Subhash Chandra Agrawal appears to indicate that the former CM of Delhi Sheila Dikshit was hastily appointed as the governor of Kerala. “Such a lengthy process of appointing a governor of a state was done in a matter of a few hours.
