Himachal tragedy: No warnings before water released from dam?

As conflicting accounts emerge about the Mandi tragedy in which 24 students from Hyderabad were washed away in the River Beas, it now appears there may have been a warning siren after all, but that it came too late for the students to try and save themselves. Today the home minister of the newly created Telangana state demanded accountability. For the parents of the missing teenagers, it is a nightmare without end.
