Goa MLAs go to Brazil at taxpayers’ expense – ‘Study’ tour justified?

Six Goa MLAs are off to the World Cup in Brazil, all at taxpayers’ expense, on what is being called a study tour. The Congress calls this a gross misuse of funds by the Manohar Parrikar government as nearly 15 lakhs are being spent on each MLA. Is this study tour justified? We debate on Left, Right and Centre.
