It is a busy morning on the banks of the river Ganga in Varanasi, the constituency of Prime Minister Narendra Modi. As the strains of the morning aarti fill the ghats, there is a flurry of activity: local photographers, priests, flower vendors, everyone is busy at work. The morning newspapers are filled with details of PM Modi’s trip to Japan where hours after landing in Kyoto, the Kyoto-Varanasi partnership was inked. This is a crucial step on the PM’s plan for rejuvenation of cities including his own constituency.
