Increase in voter turnout only artificial?

Prime Time: Sanjay Kumar, Deputy Director of Lokniti says that the high voter turnout in the assembly elections held in five states of India is only artificial. He says that the Election Commission has been working on eliminating bogus and ghost voters from its list for the last several years. Therefore, he says the percentage of legitimate voters in the electoral rolls have improved significantly leading to what seems to be a high voter turnout percentage. (Audio in Hindi)
