Are our governments only focused on damage control and prevention?

After another incident of rape in the city done fearlessly by a taxi driver of Uber Cabs, serious flaws in the issuance of transport permits and the question of the presence of many unlicensed operator have been brought to limelight by various sources. We ask on News Point whether our administration is only interested in damage control and not preventing such incidents? If these issues pertaining to cab operators and the presence of many illegally run commercial vehicles were tackled effectively, could this crime have been prevented? (Audio in Hindi)
