Biased governance on the basis of political alignment of voters?

Muqabla: Villages in Haryana, like in other states face biased governance by the state government if they are traditionally loyal to the opposition party, says an expert in the region. Villagers in Desu Jodha village in Sirsa, Haryana claim that there are long power cuts and there is shortage of water in their region and the state government has done little to solve their woes.
