Congress fires fresh ammo at Modi: desperate strategy of a desperate party?

The Congress party took to playing one BJP leader against another by praising Atal Bihari Vajpayee on its website and using his words to target Narendra Modi, the BJP’s choice for prime minister. Is this an election being fought on individuals and personality cults? Or does the Indian voter deserve better – a campaign fought on policy, ideology and democratic principle?
