From December 2012 to 2014: Has nothing changed?

Divisions have emerged within the government over banning Web-based taxi services. While the Home Ministry has issued an advisory to stop them, the Transport Ministry disagrees. Is this a knee-jerk reaction? Have we really learned lessons after the horrific gang-rape of December 2012?
