Its anti-incumbency wave, not Modi wave that is helping BJP: Arvinder Singh Lovely

Prime Time: Delhi Pradesh Congress Committee chief Arvinder Singh Lovely says that the BJP is winning elections only in those states where there is a wave of anti-incumbency and not due to Modi wave. He also adds that as a practice his party never declares its CM candidate before elections and would not do so before the Delhi assembly elections due to take place. (Audio in Hindi)
