Silence golden for NDA, not for UPA?

Prime Minister Narendra Modi’s message to first time MPs at a training session was to get on with the job and talk less. The big question is that for a party that built a comprehensive media strategy ahead of the elections and using every opportunity to make a political point during the election campaign, why is there a reversal in strategy? Is silence now the golden rule for the NDA?
