In 2006 the Bombay High Court had slammed the Maharashtra government for protecting illegal encroachments. The court had said the state can’t wear the “mantle of Robinhood”. But the government ignored and went ahead. Will the Maharashtra government’s decision to regularise illegal slums help the Congress pull votes?
