Why did govt rush through amending land acquisition act through ordinance?

On Prime Time we debate the need to have the land acquisition act by which the property of any individual can be seized by the government for developmental activities. The Union Government recently did away with the rule to obtain consent of families impacted by acquiring land for a listed set of purposes, from the UPA’s Land Acquisition Act 2013. (Audio in Hindi)
