Communal violence bill: appeasement politics?

Left Right & Centre: The Congress pushes the controversial Communal Violence Bill ahead of elections, after keeping it in cold storage for years. The BJP calls it Muslim appeasement, saying the bill will only divide India on communal lines. But the Congress says a new law is needed in the wake of the Muzaffarnagar violence. So, is this push by the Congress indeed a poll gimmick?
