The Supreme Court on Friday issued notice to the centre on 1993 Delhi bomb blast death row convict Devender Pal Singh Bhullar’s curative plea seeking commuting his death sentence to life imprisonment.

The plea was on the grounds of inordinate delay in deciding his mercy plea by the President and his mental health.

The apex court bench headed by chief justice P Sathasivam also stayed the execution of Bhullar’s death sentence.

The court asked Delhi-based Institute off Human Behaviour and Allied Sciences to examine Bhullar and submit report on his state of mental health within a week.

Notice has also been issued to the Delhi government. The court has directed the listing of the matter on Feb 19.
